Heal the Ocean tells city Measure B not for bird refuge use

Santa Barbara-based Heal the Ocean today sent a letter to Mayor Helene Schneider and the rest of the City Council opposing using Measure B funds for the completion of the Andree Clark Bird Refuge Vegetation and Maintenance and Restoration Project.
