County panel endorses Measure D replacement

A session of old-fashioned arm-twisting and last-minute compromise between those who favor highway building and those who want more buses and trains ended in applause on Thursday, as county leaders endorsed a 30-year, $1.6 billion transportation measure for the November ballot. Meeting in Santa Barbara, the 13-member board of the Santa Barbara County Association of Governments voted 12-0 in favor of the measure, with the Solvang representative abstaining.

The measure would continue the present half-percent sales tax increase for transportation projects known as Measure D, which expires in 2010; and it would tack on an additional quarter-percent increase. It would require a two-thirds vote for approval at the polls.
