Carpinteria wins procedural ruling on ballot measure : Big battle over slant drilling project initiative still lies ahead

Santa Barbara County Superior Court Judge Thomas Anderle upheld Carpinteria City Attorney Peter Brown's refusal to write a title for an off-shore slant drilling ballot initiative sponsored by Venoco Inc.
