Consultant admits false claim; to pay state $1.6 million

The owner of a Santa Barbara environmental consulting company is expected to repay the state $1.6 million and serve half a year in County Jail after he admitted Wednesday to filing a false claim to collect from a state petroleum cleanup fund.
